Well, I haven't yet had the need for this either personally. I was actually motivated by the following thread on macosxhints where the original poster seemed to be having trouble with the bounds of some embedded views. i thought that such a tool might help him.

I also thought this might be a useful tool for beginners to educate themselves on the coordinate system, the difference between frame & bounds, etc.
