could it be that IB has Perferences > Editing > Lock All
Connections (Cocoa only) checked? That would have the effect you
describe and is stored on a per user basis...
No, I checked that. When you have that checked you don't even get
the drag-line when control dragging. I get all the normal signs of
it working except target interface elements not highlighting and no
connections being made.
