I actually have it partially implemented; I just need to have my work
taken over by someone who knows the internals of ICU better than I do...
FWIW, I tried the test code with the remaining constants of
NSHebrewCalendar, NSIslamicCalendar, and NSIslamicCivilCalendar.
The three of them returned non-zero values. I don't know though if
the returned values are actually correct.
I verified my results with several other Hebrew and Islamic calendar
implementations. The Islamic calendars are correct. The Hebrew
calendar is mostly correct; there's a few bugs in the Hebrew calendar
concerning months on leap years and non-leap years, and I have bugs
filed on them as well.
