"New" validateMenuItem not being called?

I want to validate my "new" menu item (to dim it in certain circumstances).  However, it's not being called.

I have a "main" nib with the menu in it and it's a delegate of my "appController" (NSObject-derviced/where the validateMenuItem is).  I also have a separate nib that contains my document window controller.  Its validateMenuItem IS being called, but never for a "newDocument:" selector.  I HAVE validated that appController's validateMenuItem IS being called when I close all my windows (i.e., no documents available).

What do I need to do to validate the File menu's "newDocument:" action/selector?
