In the international pref pane there is an option to select sorting options. I am not sure exactly what the differences are between those, but you can perhaps imagine that there are different rules for sorting: e.g. depending on capitalization or not, wether a prefix is taken into account or not, are å, à, á, â treated the same as a or not etc.
