When this is turned on in Quartz, I see yellow flashes where the screen updates.
Is there a way in my application to get at this information, ie the area of the screen that was changed?

Nope. All Quartz Debug does is set a flag in the window server that displays this information internally. (Turn on "flash screen updates" and force-quit Quartz Debug - the flashes don't stop until you reopen the utility and turn it off.)

AFAIK, VNC and Snapz Pro don't have any way of getting at this information - they just take lots of screenshots and compare them.
