Nope. All Quartz Debug does is set a flag in the window server
that displays this information internally. (Turn on "flash screen
updates" and force-quit Quartz Debug - the flashes don't stop
until you reopen the utility and turn it off.)
AFAIK, VNC and Snapz Pro don't have any way of getting at this
information - they just take lots of screenshots and compare them.
