Lie? Wow.. that's a pretty harsh accusation. I don't think anyone is lying.

I disagree. It means that if one is missed, that may be interpreted as
not complying -- which could likely lead to a nasty memory bug. It is
much better to have a convention and then document the exceptions.
Examples of poorly commented code are often shown where the obvious is
stated. The problem is that important exception information can get
lost in the deluge of obvious information. You end up playing a "did
you notice the change" game -- which, IMHO, is very counterproductive.
