Everything I know about fonts could be stored in less than 7 bits but
the files had a ttf extension and someone on this list pointed out
that Xcode will strip the resource forks on fonts. I learned on my
own that PackageMaker could do the same (or seems to) and the thing
that worked for me was saving them in a font suitcase with the
resources written to the data fork (using TypeTool 2).
I'm just hoping this might save some other poor soul some hassle if
they are trying to include fonts in their application.
The -7000 error code on activation still seems strange.
Thanks to those who contributed.

There are definitely TrueType fonts which exist in the resource
fork. (Almost all pre-OS X TrueType fonts.)
They aren't valid TTF files but they are valid TrueType fonts.

Turns out this error shows up when the resource fork on the ttf
file has been stripped off by Xcode or PackageMaker.
That doesn't make any sense - TTF isn't a resource format; most of
my TTFs don't have resource forks at all. Are you sure that's
actually a TTF and not an old-style Mac font (NFNT)?
