It's just non-sense to me.

It makes it easier to edit views in IB that are on top of each other (e.g. if you have views that get swapped out against each other -- though usually a transparent NSTabView without tabs is a better choice there). Also, I think it might have worked years ago, and Apple *might* make layering work again. The reason it doesn't work currently is that it allows Apple to optimize drawing a little, and since typical GUIs don't need overlapping views, they left that part away.
