That is correct in terms of a user's point of view, and in colloquial
terminology. But I think it isn't correct from the point of view of the
system. Menu extras are run by the SystemUIServer application, located in
/System/Library/CoreServices. It has its own menubar, at least when looked
at through the Accessibility API.
