Scaleable Toolbar Items

I would like to be able to be able to draw a toolbar item in one of two different sizes depending on whether the user has selected the small size or regular size toolbar.

I have been unable to figure out how to make this work — the documentation is less than clear in this respect. It seems to say that if the custom view is a control it will be displayed in regular or small size but this does not actually seem to happen.

Does anyone have any suggestion on how to make this happen?
