There are no balloon windows on Mac OS X. What exactly do those balloon windows do, and what are you trying to use them for? There may be an equivalent mechanism on Mac OS, but I'd need more information to suggest one.

I guess you have looked at help tags, alert panels and sheets, and Carbon's notification manager?
