You do realize that OS X already has a password-protected screen saver? If you're determined to reimplement a feature that's built into the operating system, though, you may want to look into the Carbon SetSystemUIMode() call. Take a look at TN2062 - it explains how to disable a number of methods that could be used to break out of such a program (Force Quit, Cmd-Tab, clicking on the Dock, Expose).
