Are there any examples of how to use the new effects in interface builder. I'd like to experiment with them however I cannot seem to get anything to work and I have not been able to find examples how how to set things up correctly.

If you mean the animation when you drag an item out of the palette (a collection view), there is no public API. I encourage you to file an enhancement request (#5187688 ER: Dragging should natively support animation as in IB3 palette dragging) for this functionality, too.
