Where are the flags resources?

Where can the flags resource be found?

In the International / Input System Preferences pane, there is a list of keyboard layout with a corresponding flag.

I'm looking for these flags. I have looked in most of the parts of /System/Library/ and so far my conclusion is that they could be inside the Extras or Localized resource file of the Carbon framework.

[Q] Is it where one can find them? And would there be a Cocoa API I missed that give access to these flags (for instance by their Internation ID : 0 -> US/English, 1 -> French, etc.) without having to access the resources directly?
