They're in two different places: The Unicode keyboard layout bundle (for all keyboard layouts that use Unicode), and inside a rsrc file deep inside the Carbon frameworks (for all keyboard layouts that were around in Mac OS 9).

But I think there's a Carbon function that gets the flag resources... Search the archives and you might find something.
