Full screen filters

Is there anything documented on what is and is not functional when a view becomes full screen?
I have a view that when set to be very very transparent, only appears dark in full screen mode.
What I'd like to do is create a layer on top of the screen to apply image filters / effects but still be able to interact with the system normally otherwise. (mouse events, keyboard events, etc... should work as though the screen is normal and any other app is running and is active)


This is probably the wrong approach.
Does anybody know how to apply CI filters or something like that to the whole screen?
Sample code in this vein would be wonderful...
