Controlling the position of windows system-wide

Apologies if this isn't directly cocoa-related, I have had trouble
researching this because I'm not quite sure where to start my search.
I'm working on a possible utility that would help me align the
position of windows across several cocoa apps (which I did not build),
and am trying to find out how I can get the position of any window on
the screen, and modify its position.

Basically, I need system-wide access and control over the position of
windows on the screen.

Would this require a kernel extension, or is there an easier solution,
perhaps applescript (?) or something directly cocoa related, or a way
of interacting directly with the window server?

Any pointers in the right direction would be greatly appreciated.
