I don't think you can give a custom license for the use of your
library an open-source library (otherwise anyone using that other
library would inherit the custom license, bypassing the GPL.)
Provided he owns the copyright on all of the code, he can distribute
it under any licence or combination of licences he likes. The licence
(s) don't apply to him, they apply to the people he distributes the
code to.
