A few things to consider if you are thinking of building something like this...
An app like this will require an installer that uses authentication and authorization.
Make sure that users are well informed that the app does this before installation and before being asked for a password.
Also let them know why this is necessary (if it is).
Also make sure that users are provided with an easy way to uninstall this application.
Also make it clear to users whether this app is running for all users on a system.
