Thanks to all for spending time on my issue,
No,my app doesn't require any authentication and authorization.
Why this is necessary, actually My keyboard and mouse is connected to
my Device ,this device is connected in LAN.
Through the Lan i need to connect keyboard and mouse for that i
develope my own application.
In that app i can connect keyboard and mouse automatically after login
(these keyboard and mouse are present in LAN are connected
automatically when i login to my PC,using my app).Up to here it is
good but,
i need this before login starts,while PC starts it ask Username and
Password for that i need to use my keyboard and mouse(these are
present in LAN).ie, these keyboard and mouse are not connected to my
CPU.

A few things to consider if you are thinking of building something
like this...
An app like this will require an installer that uses authentication
and authorization.
Make sure that users are well informed that the app does this
before installation and before being asked for a password.
Also let them know why this is necessary (if it is).
Also make sure that users are provided with an easy way to
uninstall this application.
Also make it clear to users whether this app is running for all
users on a system.
