The current SDK's System directory is a symlink to /System.
As for Mac OS X not coming with a compiler, it sure comes with multiple Cocoa-bridged interpreters: PyObjC, MacRuby, and AppleScriptObjC. All of these can be used to produce standalone apps. Really, the header files are tiny and should be installed.
