We here at Electric Page-East Bay have an old Scitex 340 flatbed
scanner. Up in our Sacramento office they use a Linotype-Hell drum scanner.
At one point a client requested that a 35mm slide be blown up to roughly
the dimensions you're asking. After both offices took a crack at the
project, I decided to run the scans side-by-side to get an idea of whether I
should e jealous of the Sacto crew.
Straight off the scanner, the Linotype-Hell got the best color, while
the Sitex required some adjustments in Photoshop. But The noise levels were
nearly identical, and in the end the client selected the scan off the
Scitex.
The problem you'll be running into is this; just as when you look at a
printed page under a loupe all you see is dots, when you blow a image up
that much, you enlarge the grain of the slide itself.

The media scanned is 35mm slide transparency, 87.3MB, 6766 pixels tall.

I suspect part of the problem is the size of the scan, that the Scitex
