It is not clear whether this is a problem in the software that _created_ the
device link profile, or a problem in the software that _uses_ the profile
(i.e. the software that seemingly always reports the rendering intent as
perceptual).
ICC profiles have a field in the header that indicates the rendering intent,
and this field is valid and should be honored in Device Link profiles. It
is easy enough to see the rendering intent recorded in the device link
profile by using Apple's ColorSync Profile Inspector. With this tool,
rendering intents are reported numerically, with these meanings:
0 = Perceptual
1 = Relative Colorimetric
2 = Saturation
3 = Absolute Colorimetric
ColorSynergy obeys this specification. I cannot speak for others.
