This is 100% correct. The gamut mapping and black generation are specific to each profiling tool. For instance, FOGRA's idea is to publish the ISO data and leave it up to the user to load the data and configure a production profile, instead of FOGRA posting finished profiles the way the FOGRA site did to begin with. But the point is that we know the conditions that must be met for such a profile to be a valid process description. Because those conditions are documented. This is not like the sort of undocumented profiles that conventionally ship with Photoshop, and which should basically not be used.

Also there is yet another difference between a standard profile (meaning a profile from standardized data sets and documented printing conditions) and a profile for an optimized workflow.
