The above is the best way. See below for an approximation.
Firstly cmyk space should be your destination printer. In the PS color
picker click other. Load / select the Pantone swatch colors ie; process or
formula etc. Type the desired number, PS will locate the color you type.
Click the picker button again. The indicated cmyk numbers are NOT yet for
your printer. In the Lab radio buttons change any value and put the ORIGINAL
value back in. You'll see the cmyk values updated to your selected profile.
Be aware that the rendering intent will play into this.
