What causes color mapping error?

We made a profile of two devices using Kodak Colorflow and our DTP 41.

Both devices are composite cmyk printers.

When we do a profile to profile in pshop it doesn't work. In fact, it's
quite a bit off.

I would think this a simple process. What could account for such gross
errors? The shadows are lightened considerably causing the image to lose
contrast.

We are using CMYK to CMYK method.
