This necessitates a smart CMM which is exactly what is under
consideration by the ICC. In this fashion, a color appearance model as
well as some kind of dynamic gamut mapping could be employed.
ICC profiles are just text, not code. They aren't programs so no matter
how much data they contain or how complex they get, they will never
actually be "smart" like a CMM has the potential to be.
