Good news although I have found them in profiles from several
different packages
So the problem is most definitely in the output profile. Now
to figure out how to fix it in the Kodak Profile. So far, my best results
are with the Kodak Profile in regards to shadow detail and gradation
quality. But the dot in the highlight is not good.

I guess I can simply edit
the white point of the output profile and remove it. I'll get back to you
when I have more results.
Editing the white point will probably not get rid of it if it is
indeed a scum dot problem.
What exactly is a scum dot and how do I avoid it?
Basically it's when a profile renders 100,0,0 in the rel col tables
with some low inking like 1,0,1,0 (CMYK)

No
Problem with the profile application. It can also be introduced by
profile editing. I would argue that it then is a flaw with the
editing software but I guess that's another discussion.
