Printers have been printing to standards long before ICC workflows ever
existed.
I have never met a printer that would not agree to print color targets
to allow profiling and then agree to print to the same specifications
for your job.
Perhaps there's a misunderstanding of how commercial or otherwise cmyk
printing works on your part.
