Photoshop custom setup

Sorry, this question was many times here, but is quite difficult to find in all list.

If I set the Lab values in CMYK custom setup - for example Cyan 60, -30, -40, it should means that Lab values of 100 % cyan are as typed. But If I open colorpicker and try to write there C=100, M=0, Y=0, K=0 in Lab will be different values than I have type. WAY? And the same question, way in Photoshop black is in Lab 0 0 0 ?
