All the CMYK profile has in it for info is the Lab values, and what CMYK
recipes they create.

It would be nice if the
header of a CMYK profile contained those settings, but its not required to.
Hmmm, some of that, like Total Ink Limits, Black Ink Limit, Black Ink
Start, though not dot gain, are often contained in the Secret Sauce,
no?
And though Colorthink won't allow you to see these, most RIPs do.
Many allow you to adjust these values as well.
