What you want is relative density. Many devices and programs allow you to
enter one value as the 100% ink value, another as the paper value, and all
other readings are viewed as percentages between those two. Generally you
print a set of fixed percentage step gradiants, read the resulting patches in
each channel, and adjust the resulting values to attempt to reach the
intended values.
