This is an installer issue and not a ColorSync issue. It's up to installers
to recognize that there is a newer version of ColorSync installed and not to
install an older version.
I can't speak for third parties, but Apple's ColorSync installers (at least
the newest ones that I have experience with) do version checking at a pretty
low level. For example, ColorSync 3.x won't even install on an OS older than
Mac OS 9.x for compatibility and functionality reasons. And the installer is
smart enough to recognize when a newer version is installed and gives the
user a dialogue with that info.
