Yes, that's how an ICC color server should work.
The missing third item in the list is that when applying the tagged /
embedded profile, the ICC color server should set the same intent you
chose for the assumed source profile for the given color model.
Otherwise you'll get different intents for assumed source conversions
and known source conversions.
The issue over EPS versus TIFF is another as EPS also allows non-ICC
color space specifications and in that sense isn't an open workflow
format.
