Are the cmyk ink standards different in SWOP and Euroscale?

I have also been wondering about this since many printers have wanted SWOP
based seperations here in Iceland - where I thought Euroscale (or
Eurostandard) should be the standard. Of cource it can well be that they
dont know better...
BUT if you would seperate the same image twice, one for SWOP and one for
Euroscale - using the same settings for dot gain, seperation method (GCR),
black generation, ink limit etc.. would there be any diffrences to the
outcome??
I have also wondered why a default setting for dot gain regarding
Eurostandard is so much lower than SWOP's (9% vs. 20%)?
Any comments?
