Ink limits are not accessible in RGB, as the RGB to CMYK conversion is
hardwired into the driver. A limited set of media settings are built into
that hardwired connection. Not as flexible as we might like but all that is
offered with the free drivers, and not anything that can be controlled
directly by profiles, though they can control ink limits in a more general
sense, without controlling black generation and individual channels, to
simply reduce total ink.
