Yep. Logo Color Lab 2.6 will do that and/or Gretag's Measure Tool. It takes
a few steps though:

* Open image of target and assign your profile.
* Convert image to LAB.
* Create a data/text file of the resulting LAB values.
* In Measure Tool, using the Compare function, open reference data as
"Reference" and data file of target image as "sample" and compare away! You
can even export the comparison data as a text file showing deltaE values for
each patch.
