Scum dots? when converting from RGB To CMYK

I'm using Photoshop 6.0 on a G4, with AdobeRGB as my RGB working space, and
Phaser 860 Photo (which is the profile of the Tektronix printer I mainly
use) as my CMYK space, and when I print a CMYK Tiff from either Photoshop,
or Pagemaker, that has been converted from RGB to CMYK,I get faint cyan dots
all over the image. I have my color settings so that the Adobe (ACE) is used
as the conversion engine, using either perceptual or relative colorimetric,
depending on the image, and with use black point compensation checked. If I
just create a blank white page, that measures pure white, use Convert to
Profile to go from RGB to CMYK, I get the dots every time. If I just create
a CMYK document from the start, there are no dots in the print. Any help
would be greatly appreciated.
