David,
Blend RGB Colors set to 1.0 causes your paintbrushes and antialiasing tools
to behave like RGB primaries are supposed to behave. In other words, if I
airbrush green on a red background, the "fuzz" takes on a yellow cast. If
you set it to anything else, then the brightness value will change
accordingly (less than = lighter; greater than = darker). If Blend RGB is
not enabled, your paintbrushes and antialiasing tools behave like they used
to: like paintbrushes. In other words, if I airbrush green on a red
background, the "fuzz" takes on a brownish-gray cast, just like watercolors
do.
I enable the function when I'm photo-editing and doing production stuff, and
I turn it off when I'm using Photoshop for extra-curricular fine art.
