From experience (but more expert experts can correct me):
At minimum I allocate about 3 times average filesize (uncompressed) to
Photoshop. But if the de hardisc keeps 'scratching' during work, I allocate
more.
Virtual memory on OS level is turned off, as Photoshop has its own virtual
memory and gets very slow otherwise.
If you run out of RAM, you might try decreasing the number of levels in the
history palette.
As for your other questions: Obviously it all depends on how much memory you
have available.
