The Photoshop 6 libraries, I think, have suspicious LAB values based on
readings from an actual Pantone swatch book. Whether this is an Adobe or
Pantone problem, I'm not sure. But Photoshop 7 thus far seems to have
reasonable LAB values. It also does not provide Pantone supplied process
builds for anything but the Solid to Process system, but rather LAB.

I know these values have not changed between v3 and v4.
There has been a change in all of the Pantone guides that occured around
May 2000. Line screen went from 150 to 175, and the paper white got a
whole lot brighter. The process builds are of course also different since
the basis for press behavior changed (dot gain and ink density) as well
as the actual solids being different.
I'm not sure if a later version of ProfileMaker Pro 3.x was updated to
reflect these changes and that's why v3 and v4 are the same; or if both
have older data. Maybe someone can comment before I find time to track
down the answer.
