My workaround to get rich blacks when rasterizing Illustrator
files in Photoshop is to use greyscale objects (100%) within
Illustrator 9, save as .ai file, and rasterize the .ai
instead of the .eps file.
That way the blacks (K only), when rasterized to CMYK, become rich
blacks, and when rasterized to RGB, R=G=B=0.
I believe the workaround works for Illustrator 9 files only,
where the internal file format is PDF.
