I'd simply go CMYK-to-CMYK. If that's where you want to end up anyway, I
don't see any advantage to taking a trip into RGB first. If you wanted to
some editing first before making the final trip to CMYK, there MAY be some
advantages of moving it to an RGB working space first but there's just as
much chance that you could actually damage the file by oversaturating the
file by "strectching out" the RGB values to close to the limit of the
working space thus introducing a bit of "banding" or posterization. Hey, it
could happen!
If you've followed the discussion about "preserving the black channel",
please be aware that doing this sort of conversion will wreck things like
black-only drop shadows and such. All the original CMYK values will change
as EVERYTHING gets re-separated. This is mostly a good thing but CAN cause
some problems. If this would be an issue for you, you could try simply
adjusting dot gain (curves) and ink hues (Hue/Sat control) to achieve
similar results, albeit with a bit more difficulty than using profiles. Just
a thought.

Assuming you're NOT doing this for the purpose of simulating "PressCMYK" to
a proofing device and need to include paper white simulation, I think
Relative Colorimetric would be the way to go. If you're going to/from
"typical" CMYK gamuts (i.e. offset presses), the gamuts will not be so
different that a perceptual intent would be of much benefit.
Opinions may differ!
