There is an official ISO 12647-3 newsprint profile available from IFRA.
The profile was tested at some 40 sites in Germany and was made with
ProfileMaker 3.1. The profile is both averaged and edited.
If you make the mistake of separating from RGB working space to
newsprint using Relative Colorimetric without Black Point
Compensation, this profile will hardly slap you on the wrist where
others will break your arm.
I haven't been in touch with IFRA for some time, so there may be an
update. On the other hand once negotiated into place, 'political' or
'organization' profiles of this type tend to stay stable for longer
periods.
Do not use a Photoshop AST or Photoshop ICC printer profile. It has
no concept of the actual white point and black point of the printing
condition. As a result you will have proof prints and soft proofs
with a contrast range which is greater than in the printed page, and
users with high hopes dashed on the hard rock of the newsprint press
run.
