Hopefully someone has an opinion even if it is not a fact. A good
educated
guess from an experienced transparency spectrophotometer owner would be
great.

Perhaps you don't need a transparency spectrophotometer to tell if they are faded. Maybe reading a new target with a densitometer, then re-reading it over time to look for changes would be enough to tell you when the target was wearing out.
