Why do the numbers increase for 10%, stay almost the same for 20%

I am completely lost here. My Color Settings preference for Gray are
Gamma 1.8 Working Space and Off for Gray Color Management Policies.
Because a gamma of 1.8 (which is what's governing your untagged
grayscale since that's what's set as your Grayscale WS) is very
similar to a dot gain of 20%. A dot gain of 10% would mean that
Photoshop had to send a higher value to represent the tones in your
gamma 1.8 grayscale since they're going to gain less on output, and
hence be lighter. A dot gain of 30% means that Photoshop has to send
lower values to represent the tones in your gamma 1.8 grayscale since
they're going to gain more on output, and hence be darker.
