Zactly.
An RGB value isn't a color at all untill a lot of other influencing
factors are determined.
Pantone would have to spell all of those out.
Recently we had a customer send us an RGB Photoshop.psd and ask us to
match a pantone color and keep it in RGB so they could send it to the
billboard maker.
Their file had no profile attached.
We tried to explain to them that this would only be valid on the proof
we show. There's no guarantee that it will come out that way on the
other end.
