When I follow these steps precisely (actually I had to insert step 1.5
because "Save" is grayed out until there is something to save -- so I just
painted a dot somewhere), I get exactly C:0 M:0 Y:0 K:0 at step 6. That's
both for the "Save" and for the "Save As" cases. I've tried some
variations, but can't reproduce the C:1 M:1 Y:1 K:0 phenomenon at all. I'm
using "U.S. Prepress Defaults" for Color Settings, so the CMYK working
space is U.S. Web Coated (SWOP) v2 -- could that be the difference?

Well, you can test the theory using Photoshop 7's new JPG *feature*:
1. Make a new CMYK document with a white background
2. Save
3. Measure the white values in CMYK using the eyedropper
4. Close the document
5. Open the document and measure the white values again
6. Marvel at how white has now become C:1 M:1 Y:1 K:0
7. Make a new document as in (1)
8. "Save As" rather than saving
9. Re-do points 3 thru 6 and tell me if there is any difference?
